W okresie II wojny światowej zwierzęta wykorzystano także w celach wojskowych (np. psy obkładano bombami z nietypowym zapalnikiem, licząc, że wczołgają się pod czołg wroga, gołębie wykorzystywano do lokalizowania terenów skażonymi trującymi substancjami, świnie i naczelne wykorzystywano w celu sprawdzenia działania nowych substancji bojowych lubmateriałów wybuchowych). Dopiero w roku 1959 dwóch brytyjskich zoologów -William Russell i Rex Burch - ogłosiło zasadę 3R: Replacement (zastąpienie), Reduction (ograniczenie) i Refinement (udoskonalenie), która ogranicza cierpienie i same testy na zwierzętach, ale nadal ich nie zakazuje. W Polsce i innych krajach Unii Europejskiej obowiązuje całkowity zakaz testowania kosmetyków na zwierzętach. Nadal można jednak prowadzić testy, których celem jest poprawa hodowli, zapobieganie chorobom u zwierząt/roślin oraz ochrona środowiska naturalnego.
